Personally I hate limitation that you can only improve skill which you succesfully used during the last adventure. The Legend version seems to have had the naval stuff removed AFAIK. Thanks to 'rust' I have enough to give the players something to defend themselves against pirates, sea serpents or a kraken. Personally if I would say it's far quicker, since it's a chaos gift, rather than a proper summoning. I would probably say something like 1d8 rounds or something as opposed to the same in hours. I don't think there's any limitation which would prevent you from creating "create elemental matter" -spell, if it fits to your setting. I don't say that you shouldn't have "destroy elemental matter" -spell as well, but it can turn very powerful if player characters decide to use "destroy water" -sp...
