And I agree d100 system is probably the best option for such a setting.

I would use either glue or epoxy potty. That's the stuff I used for warhammer 40K models.

Well for maximum effect I'd go for a planet that combinr these 2 factors.

1) High population;
2) Medical/scientific as primary focus.

(sorry dont know which planet fit the bill since I dont have the Spindward marches.
