Off-roadiness for Heavy Ground Vehicles

Just noticed that under the Heavy Ground Vehicle chassis, there is an option for 'Off-roader' to give a vehicle the 'Off-roader' trait, then there is an option for 'Rough Terrain' that can give either the 'Off-Roader' trait or the 'ATV' trait.

I think the first one is unnecessary.

It isn't clear to me. The Power requirement on p.144 says "this power requirement is only needed when the ship actually makes a jump ". Right, but for an Armoured Fighting Vehicle? Cost shouldn't be an issue, and I can't think of any reason it would be the common option. Does anyone have any ideas why a TL-12 society with "grav-supported structures [that] reach to the heavens" since TL-11 would ever use an Armored Fighting Vehicle with wheels? This would allow for easier adaptation to more "hard" sci-fi settings and would also give a good way to prevent every ship in the world from having 9G acceleration without increasing the M-Drive volumes. Gun Combat has 3 specialties, having much more than that (not counting Natural Weapons) is probably too much. Gun Combat (Natural Weapons)?
