I wil point out here that the two most effective CMs in my experience so far are "disarm" and "trip". If it's a one-on-one combat situation, isn't Trip just "lose a CA"? Pete made a very good observation that probably speaks to this. Some creatures simply won't try and evade or parry. However, if you need an Evade % on the fly, I'd use DEX x3 and add 10%; that's the general formula I used for calculating Evade, Persistence and Resilience (different stats, obviously...

Its just another difficulty trying to keep the bookeeping on CA in order! At the beginning of each round, each player takes the number of poker chips equal to their CAs. Green chips mean any action, blue chips mean only parry. So a 2 CA character with a shield gets two green chips and one blue chip...
