Planetary nebula (those that result from end-of-life stars) are going to be pretty diffuse and very unlikely to grab a ship out of jump or possess any sort of jump horizon. The larger scale structures of the Imperium are pretty spot on from GT Nobles, but the lowest levels of Noble have shifted since then. Worlds now all have associated Knights instead of there being a thin paste of Baron spread over everything. There are still a LOT of Barons, though.

The port vs world TL question is an old one. There is evidence back to CT that TL within a large polity is more a question of infrastructure than knowledge, while the reverse will become more true for worlds that are not within a larger organization. Yes, that is a fundamental flaw in the rules that has been perpetuated in every version. We have the technology today to put systems in standby/hibernation and reduce to near zero the use of resources. A flaw in the name of broad playability. All it would take is an old tradition that informs of the stars they cannot see. By the time they are seriously thinking about space travel, they'll know they live inside a veil.

Note that moving from open space to being completely veiled by a nebula is not quick.

A nebula that has not become a stellar nursery is pretty difuse, and probably lacks the gravitational field to prevent jump.

A stellar nursery nebula, on the other hand, could get pretty sticky to try jumping through.
