What's the goal of the attacks? Create general chaos which will help bring about the Revolution? There is a simple solution to the OP's problems - use 1e's SRD. This is PERFECTLY legal to distribute as you like, and the rules are quite good. And similar enough to 2e that if the players like the rules, they can but 2e knowing that it's a ruleset they'll like.

I think that character generation is a very central (and archetypal) part of the Traveller experience and therefore the starter box should have some character generation rules, probably only of a few careers (the core six from Classic Traveller, maybe?). I can see the wisdom in this - this will mean a perfect HG2 in July rather than a very good HG2 this month!

The list looks promising indeed!

The one additional thing I'd like to know the release date of, which isn't on the list - is the third-party license (OGL/SRD?) for the new edition.
