Here's my thought: TL progression. TL 0 (Primitive): Stone Age tech. TL 1 (Primitive): Bronze age only tech. Permits construction of blades (and metal axes), but not swords. TL 2 (Primitive): Iron Age only tech. Swords, chainmail. TL 3 (Primitive): Middle Ages only . TL 4 (Pre-Industrial) Renaissanc...
