I've used Cybernetics to create my elite Sylean Rangers (IIRC the career I used is Psi-Tech)

I used this as a later career option for Army characters and it seemed to work well

(IMTU the Rangers are implated with devices that mimic the Droyne/Chirper invisibility power)

I think the point about Traveller being on such a large scale being both good and bad is a very good one. The advantage is that it's very easy to find a blank spot on the map to place whatever you like. OTOH when there are lots of interesting elements in the setting they are separated by vast differ...
