To answer your question - the revised edition was the first edition. It was followed by a second edition, which was supplemented by P&P (Powers and Principalities).

And while your program would be really great, the work is already out there.

There are definitely problems with using the Dark Judges in any kind of campaign. They have nothing to spend credits on. They can't level up.

Treating them as level 25 (or higher) is probably the best answer.

Not all forces in the game are created equal. Many are full of flavour and fun to play but not the most competitive of forces.

Justice Dept judges are supremely versatile becaise the lawgiver has so many options.

Brit Cit and Sov Judges are more limited in what they can do.

Judge talents are intended for all Judges - so I would certainly think the Brit Cit judges could use the Lawmaster talents.
