When I ran Conan D20 games, I just gave the NPCs whatever stats seemed to make sense. Then I double-checked the total modifier sum to make sure I didn't go overboard.

Note that PCs were always created with Point Buy.

@Da Boss: that's interesting, what are you main gripes about SW?

Just asking because most people are totally hyping it. Personally I've only played it about four times now, so I can't comment on the long term impressions. So far, however, I like it. I also liked Conan D20 for a long time, btw.

Without actually testing it the biggest problem to me is that SW uses hexes for movement and certain type of attacks. Oh, but it doesn't. SW actually doesn't prescribe what kind of floor you use. The Thief in Conan is not supposed to be a fighting class. They are glass-jawed and are meant to avoid prolonged melee combat. The general idea is that they should get the drop on a target and kill them with one blow - i.e. sneak attack vs flat-footed - and then get out of the way. A good compromise...

I don't know about Armour Adjustments -- keep in mind that D20 does not have Facing . A combat round is 6 seconds long, which is more than enough time to turn and face your opponents from whichever side they may come. For multiple opponents you get gangup and flankin bonuses and that's all you need....
