Allow me to clarify a bit more. Acc/Dec does not represent the speed but the engine power the ship has. Making turns essentially restricts your capacity to accelerate or decelerate. Your speed remains unchanged by your decision to make a turn, you must spend any remaining Acc/Dec to change your speed.
