That looks about right.

I did roll up a character who started with 12 Int and 12 Edu, went to naval engineering, made every promotion roll and -- rolling constantly on the Eng/Gunnery specialist table trying to pick up lots of Engineering, instead ended up with Computers 5 after five terms.

I'd be inclined to look at real world military organisations, where effective fighting forces for the bulk of the last century have been grouped around the section/squad of 8-12 people as the basic fight...

When I suggested tying TL to a character, I never specified that higher TL is harder, just different TL is harder.
