If there is an IN base also present there has to be TL15 capacity present too... and any civilian ship of any TL can have its annual maintainance at any A or B starport regardless of the world's TL. nuclear power plants
microchips
stealth fighters
rockets for their space programme
satellites
Does the knowledge base exits to do these things?
Could they if they were willing to spend the money on building the infrastructure?

It's a discussion, disagreement is all part and parcel of discussions. And it is nice to be able to discuss this stuff with people who know their stuff - which you do and so does AnotherDilbert. My main point in these various posts has been that the setting does not make use of the rules as written....

In the Third Imperium setting any class A starport can import parts or use makers to construct vessels of up to TL15. General Shipyards on TL10 Regina built TL15 Kinunir class cruisers for the IN. The linking of TL to construction and maintainance is a result of High Guard being taken out of context...

The Third Imperium setting disagrees with the MgT split. It's the difference between the setting as described and the rules which need adapting to describe the setting.
