I think the other thing to consider is the level distibution of the population. Most of the world is going to be made up of 1st level NPCs. I agree. The diplomacy check is not a good way to resolve this. I think the Will save vs DC (10 + 1/2 Temptress Lvl + CHA Bonus) is a much better way to resolve the issue.
