Sure, but if they can stand off and threaten your star port or whatever with missiles from 300, 000km off then the defences are useless... They can shoot down the missiles when they get closer... Characters in Traveller get the skills they need rather than being tied to the career system. It should be noted that the career system is purely a mechanic to create Travellers, not how the universe works!
