Disarms are all done through either leverage or a sudden blow, nearly always leverage because if you can simply knock a weapon out of the enemy's hand they're not much of an enemy.
This means you have to get close; into grappling range.

I think it might be a good idea for GMs to decide whether the Imperial Navy polices all systems. I would think that this would not be an even rule and that many powerful systems maintain control of their in-system space, or even have a power-sharing agreement.

You're underestimating the compatibility of 1e and 2e. You can use the original career books with 2e with very little problem, and deal with any skill discrepancies on the fly. Just found it on the Mongoose site; the place I should have gone to first.

Odd that version two never had those career books, but with the propensity for version one to make unviable characters I guess they didn't want to go there again.
