Cloth does make every other soft armor obsolete. I don't see an issue with that. A diplo vest still has a place, as it's completely concealable. Cloth, even TL12 worn under other clothes, is easily detectible and will raise questions. PCs aren't often going to be buying flak jackets, or jack, or mes...

The fuel refiners is a good point. From a game mechanic standpoint, you don't need refined fuel, because the chart room and observatory give a combined +5, and you can get additional bonuses from software and taking extra time, and the ship would certainly have a couple of Astrogation-4 officers on ...

Yes, passive radar is very much a thing. And yes, it is often confused with ESM systems that detect various EM emissions, but they are not the same thing. Passive LIDAR? Not really a thing, as far as I know.

Gotta love it when your players just pass on the adventure. Rescue the ship? Nope. No thanks. Leave that one for the Navy.

Probably wise that none of them are Mission Commander or Ship Captain. Boldly going where no man has gone before requires boldness, which they may be lacking.

UNREP seems to me to be a somewhat awkward attempt to translate fuel & cargo transfer between ships on the high seas, and perhaps fuel replenishment of flying aircraft, to space ships. I don't really see the point. Perhaps high speed fuel transfers.

The issue with cybernetics within a Traveller game is that, unlike cyberpunk games in which cybernetic enhancements are a core part of the game, Traveller imposes no penalties, only benefits, for augmentation.
