How much does a planet cost? Some of the population figures for some of the planets are pretty low. So what if the PCs decide to set up base on a low population planet and start trying to develop it? If they are running a planet, they could get military gear when trying to build up a defense force....

fixed wormholes would change the shape of the economy as well. If you can quickly travel through several systems to reach the one you want, you don't have to stop at each one. You're going to have fewer populated systems, and very few with unexplainably large populations on less inhospitable worlds....

Armour isn't hull, its an added layer. Also need to take into account that ship scale only takes 1/10th damage from personal scale weapons. Seems like pods for scout ships would be stored at scout bases, or they would have long-term leases for storage wherever they needed them. Wouldn't need to be stored at the starport.
