Which is why solar panels are constrained to thrust 1 and only supplying power for basic systems when applied as a stand alone.

Small drones don't need drone brains, all that's needed is Remote Controller which can be a computer with a few programs.

There is a difference between having star port facilities and being registered as a star port, which comes down to the politics.

With 2nd ed the Imperials control the Highports and not necessarily star ports.

Pirates typically get funding from loan sharks or patrons with a lot of pull in the criminal side of the coin, where the money aspect may matter less than the reputation lose. The skips are more than likely will be kill on sight.

Before allowing players to freely pick gear, it is a good idea to see how encounters are built so you can avoid having to ratchet up the tactics / encounter difficulty.

MGT 2ed does have thrust 0 m-drive but the solar power calculation is for solar power as the sole power plant, in effect is the minimum power requirement.

Considering you need partial or better streamlining to do skimming, however stations have the refinery which allows for skimming from orbit via skimming drones.

Moon Shots are ok when you limit the number of them, set and stick to budgets.

The problem was most of the major systems on for example the venture star project were all moon shots with no clear budgetary restraints.

The problem with the SSTO were tech creep and not doing enough ground work to stabilize the tech involved.
