Pirate fleets are kind of a central theme of the campaign. You could referee around that, I suppose, but the campaign itself mentions several times that the players are expected to have built one over time.

I like it, Pyromancer. I would imagine a few more soldiers (and possible claims that they have more than they do) and a modified yacht instead of a scout ship. Thanks for taking the time to put together a list. I will definitely use a slight variant of yours.

My player group’s pilot has Pilot (Spacecraft)-4 with an expert program enhancing his ability even further. I’m not sure how excited he’d be to start spending his experience on Pilot (Capital Ships) to get up to snuff. But I’d kind of like to see him have to face the choice. 😀 We’ll see what happens...
