Well Heinlein used that idea in "Time for the Stars". Tom and Pat were telepath pairs. One stayed on Earth and the other was sent off in a torch ship to look for new real estate. Floating cities would have the advantage that they could move out of the way of maybe a meteor strike, or the dark side of the moon when a solar flare is predicted. It's possible technologically, but the question comes down to "why?" It will be riskier and more expensive to have floating cities than it would to locate the colonies on moons, or use larger asteroids to create habitats (or even build O'Neil or other types of colonies). Well they could live on floating cities (Bespin??) or Drinaxian in nature. gravity control allows no thrust to be felt, so maybe the interior of the city is always at 1g.
