I think he may be talking about the kind of campaign guide I did for FA which has rules for espionaige, galactic stock market, economic warfare, how long ships take to build and how much they cost, how much economic points a system generates etc etc

Yes to more campaign books and also yes to a unified mega campaign guide so you can fight battles over more than one system.
I see nothing wrong with variants of ships as long as they are for a role which is actually needed i.e mine layer/sweeper versions, troop ship versions etc.

The Dilgar should have 'Normal' bombs, Nukes, mass drivers and biological weapons. Unlike most other races they excelled at Planetary Invasions, as they should do considering they were planning to move their entire civilisation to a new home world.

The B5 movie 'A Call to Arms' features quite a few planetary assaults, or references to them by the Minbari. Planetary assaults should be made even more difficult by having rules on 'Planetary Defence Grids' which are mentioned in several episodes.

If your using rules which use a point based system for ships, and also economy points to repair ships etc and a man power point system to replace crew points 'killed' in combat, then you need to think about protecting those worlds, colonies and outposts which generate those points. In FA, you could play a game with about 50 ships per side in that same 4 hour time frame! I'm not into overly complex ship combat games like B5W and SFB, FA and ACTA meets my requirements due to speed of play and campaign possibilities i.e you can acutally fight battles involving many ships in a sin...
