I would think he means that if as a background skill you get a skill at level 0 and then in your basic training you get that skill again (at level 0) it does not stack and give you level 1. Even Traveller's maneuver drive is impossible . For any drive that obeys the laws of physics, you are looking at a multi-year trip around the solar system (unless you can continually refuel: the problem is you must obey energy conservation laws w.r.t the mass of your fuel -> your ships added moment...

Having read all of the books I find it to be a great show. The acting, writing, and SFX are all top notch. I admittedly worried that it might be too heady for the average viewer leading to an early cancellation but so far so good.

I checked the preview to get an idea of how complete the new core rule book is but there is no table of contents for it. Does it include comprehensive star ship construction and sector creation rules?

I have struggled with this at times too. It's a bad question in that what's hard sci fi changes every few years based on recent scientific discoveries.
