There are a few things to note.

Some of the 2ed armors are better than the 1st ed variant.

Auto rating of 1st edition = 1/2 Auto rating of 2nd edition.

I.e. Auto 4 in 1st = net 2 attacks. Auto 2 on 2nd ed = net 2 attacks.

I sometimes rule a stray shot inside a ship will deal dmg to internals, ignoring armor (i.e. laser deals 17 dmg, ~1 dmg to ship). The current state is that they're not even. (Dex) is superior - no questions. Defenses, Throwing, Sprinting, ZeroG, Flying + other evasion checks. Well, chaff, as written, only reduces salvo attack by 1, thus this is only 1 missile.

When 200 fly, 1 is hardly a difference.

There are rules how to use them to hit. In general, a good gunner will stop missiles in 1:1 ratio though. Dogfighters get +4 to hit, interceptors get +2 to hit. Fragmentation missiles kill normal missiles at 1:1 rate in ship combat. Not sure if there are differences for fleet combat.

I’d make them roll a check. Difficulty based on size of target with modifiers for range. If you’re just trying to get close, it would probably be Routine. Over a wall or into a pit or ditch, Average. Most of us already know this, but not all sensor checks are for detection, thus some equipment might help only detection or electronic warfare (countermeasure suit) or does not stack with other modifiers (countermeasure suit).
