My way of thinking is a packet trader is for carrying high value stuff quickly; cargo, passengers and mail 12 passengers per trip? Unlikely you will find that many. Why does it need a barracks? You have enough staterooms for crew and a typical passenger load... and considering its intended use why does it need an air/raft? If you built that under modern regulations for ships, it would probably be uncertifiable (i.e. illegal) because of the requirement to provide for escape routes. The upper bound on turret exterior volume is the additional space for a pop-up turret.

I haven't checked the rules but I am assuming that is defined somewhere.

Is it any different for barbettes, turrets and bays? Because that will indicate how much can be external.

No problem. Guess the rules could have been a little clearer on that. Care to enlighten us how hardpoints are supposed to be handled for breakaway sections? Realistically stealth systems are no longer fully passive and I'd assume the same trend continues as TL increases but Traveller uses 1980s tech as a baseline. Modular Hull ≠ Breakaway Hull. I think that’s what I was missing from this conversation. Modular starship construction makes a world of sense to me, and not just to facilitate multi-role vessels like the Element-Class cruisers. Standard starship designs could be built in a similar fashion. Not sure...

I think modularisation is less important for Traveller fleets, as they have huge fleets giving them enough hulls to fit in some highly specialsed support craft, and being a game not a simulation we get to ignore all those special variants like the mine sweeper. The fully rules-compliant method is to the put turrets on the modules and make every component large enough to carry all of its turrets.
