If a creature has that little attack power then it isn't *meant* to be a threat to a moderately-armored character, and any encounter with them should just be narrated over.

1) CEI is the baseline stat, ECEI is the temporary one. The last two points are a bit off since, as already noted, there really isn't any central authority to negotiate or enforce things. In the case of treaties it's a matter of negotiating with the relevant clans, or at least the ones that are powerful enough to ensure that the smaller ones stay in line...

The main issue with taking the Henry Ford is that it would be difficult to do that and still have a good shot at the Martin.
