MegaTraveller had Instruction, was usable for every skill, not just combat. The teacher had to have instruction and the skill being taught IIRC.

I would limit social standing increases to 10 maximum, Nobility requires notice and elevation. At least, that's how I see it.

Thanks, Hiro, that's pretty much how I was leaning, although I had not thought of any potential maximums beyond the standard racial maximums, which would take years to reach.

How can characteristics be improved during play? 8 weeks intensive exercise/study per level of characteristic as if it were a skill?
What about social standing, if you maintain expenses above your standing can you raise your social standing to A?

Several worlds including Strend and Theev were downgraded as part of the T5 project. In the second edition mongoose traveller book Pirates of Drinax: Theev cluster, Theev has likewise been downgraded to Tl 14. AFAIK Travellermap.com is the official canon. perhaps Matt can weigh in on this.

It might be worth looking at how PMCs work now. By and large, they're operating in jurisdictions that are considered war zones to a greater or lesser extent, so local laws within (say) Europe or the U.S.A. aren't relevant.
