I'm confused by the rules for when a codger attempts to intimidate someone (from the survival guide, p. 58). I absolutely agree that the Computer's decision makes no sense. I'll go further and say that everything that you've posted in this thread seems very logical to me. This could be a feature instead of a bug. The players think that their jumpsuits protect them against laser fire of the same colour, but the game masters know differently.
