The playtest rules of the new Judge Dredd game are being prepared right now. We are just completing some internal playtesting, and then they will be ready for you to download and dive into! Expect to see them likely within the next two weeks. Excellent news. Is it going to be like Gangs of Megacity...

Yeah if they didn't have some proper civil rights, like the right to remain silent, I think Judge Dredd would just be a action RPG game, maybe when they do a book about Citizens they can add civil rights, along with perp careers. :D

If there was any sort of continuity of civil rights in Megacity One it would make a good blurb in a sourcebook (maybe about "The Law!") for Judge Dredd.

I wonder when we will see Army and Marines? Well there is Book 1: Mercenary. Which in Classic Traveller covered that, and has a little in this version. So wouldn't really expect another separate one. Its not the same, though it may barrow as much as civilian vehicle/military vehicle creation books ...

My thoughts are that the only rights a citizen has when being questioned by a judge are that the judge also has to obey the law. No beating or torture for example. There are possibilities beyond judges for workable PC's. One could even put in some of the regular Traveller careers. Judge's Handbook expands the options for Judge's but of course doesn't add any non judge careers. But no reason to wait on Mongoose Publishing if you want to add more career options...
