In your traveller games do you have government groups equipped with higher tech items? In smaller groups, absolutely. El Presidente's personal guard, SWAT team equivalents in the gendarme, special force and heavy weapons sections in the military. They probably won't/can't afford to equip literally ...

What do you think of this design? So it's a stunner with better range and more damage. Superficially you've kept the scaling in line with tech level, but the increased damage is especially powerful when you remember how stun damage works - 4D is a very likely insta-win button against human opponent...

They very well might, and this kind of detail is good practice for setting building and adjudicating edge cases.

1e had electric and sonic only, but that's no reason to limit yourself.

You could use the cost from medical bills in character creation, which is 5000 cr per point healed. It's not clear to me whether that's the intended use or not, but it's something.

I try to compensate by making sure there are plenty of die rolls that the players do get to throw themselves. I have no qualms about rolling Recon or Stealth for a player in secret. For those who don't have it, it's basically Aim but a +2 to damage instead of the +1 to hit. Which is less unbalanced than I expected it would be, I should actually add that.
I also like the implementation of Suppression Fire from the same chapter, I may add that as well.

Because I've come to think we are playing two different games, out of the exact same rulebook. In the game I play, I picked up from the start on the "don't roll skill checks unless you're being shot at, opposed or working under adverse circumstances" (my paraphrase, but true to the spirit I believe)...

You're underestimating the compatibility of 1e and 2e. You can use the original career books with 2e with very little problem, and deal with any skill discrepancies on the fly.

What do you mean by "unviable characters"?
