Sure they have the same max range, but that totaly misses the point. 99% of the time Feds are closing to close range (12 maybe, 8 preferably) against a disrupter races and getting hammered as they do it. I don't think the issue was them being direct fire so much as the inability to represent the defenses against them very well. Partly down to very random SA's. In FC those 2 sensors would only use 2 power. Sensors in FC are not power hungry at all.

As I remember it was, as above, to try and represent that ships in FC can only control so many drones at once. In ACTA with them as direct fire weapons you get to fire lots of drones every turn. I have to agree with the other guy who said the Fed is doing something wrong. Our Klingon players are canny. They sit at that nice range where PH-1s are at long range and Disr are at prime range (9-12"). How does any Fed get consistently caught in a range band of just 3" in a game where you can move...

It clearly has a basis in SFU - When I started playing SFB, however long ago, the D7s and other klingon ships had front shields that were about 2-3 times greater than their rear shields. Klingons didn't have better front shields than others. The early klingon ships did have extremely weak rear shields.
