Saying a ship has to go all the way in to the primary would change the setting considerably. Ships use outer planets to discharge to save a great deal of time. Also it is much more stealthy. Not just the French. The Germans are having problems with some former Bavarian colonies that don't want to be part of the reunified Germany. Even in the original 2300 you could do other stuff. I ran a Beyern campaign that lasted almost two years. Everyone had a blast exploring the galaxy and I tied it in with a bunch of political stuff and piracy as they left known space. At the Pleiades I used the AGRA mystery to drop them back on Earth...

In the original 2300 you could discharge into any gravity well. Most people used whatever planet they were going to. Or they used handy gas giants for intermediate stops.
