20% per point lost seems a bit pricey IMHO, but I get the fact that it normally costs more to fix many items than to simply buy it new. The next few sentences are from memory... I suppose if the base hull matches the TL of the ship yard, other higher TL components (like drives) can be shipped in from other higher tech manufacturing facilities and simply install them.
