I think for Lethargy , it should simply increase the target's Fatigue Level by 1. (Fatigued and Exhausted "conditions" sound like d20 conditions, not RQ2/Legend Fatigue Levels) I would make it Resist(Resilience), since is seems to be a physical affect and not a mental or spiritual affect. We also are trialling the hero games hit location spread. 3d6 seems to give a more realistic bell curve. Interesting.
