No answer on this one, its a bit of a big difference and given that basic passage is now in the rules it's a HUGE difference in carrying passengers if it is actually four per stateroom.

One of the things with Traveller economics and moving stuff is that the players operate at the level of the general public where as the corporations operate at an entirely differant level and system of costs.

The possibility on Jump one mains exists that the ship load of people jumping to that mining camp with its E class starport because they are going to a better world beyond it.
