I'm not sure how an interest of 4% is accurate. I'm not the greatest at math, but dividing the principle by 480 and making 480 payments over 40 years = zero interest. Dividing by 480 means you are only paying the principle. Dividing by 240 is a quick way to allows for interest of about 4%.

Not exactly, for example if your fellow Medic rolls 11 (Effect +3) with the task chain you get +1 instead of a plain +3.

A task chain is essentially the same as summing up the effects of the rolls. From a mechanics standpoint, I don't believe it matters who goes first. Wouldn't the end result be the same?
