Oleb doesn't have them and wants them - or more precisely, wants the player characters to find them and get them for him. At least that's the point I'm starting from. Drinax somehow managed to snatch the Dragon Throne when the Sindalian Empire fell - other pretenders would have snatched other symbol...

I find that unlikely. The crown jewels would be among the last things Oleb would sell, and the Floating Palace is still full of other incredibly valuable pieces of art.

Of course mist does rise, preferably from meadows.
But I wouldn't invest in a business that uses mist as a metaphor for profit. It rises very slowly, and not very high.

My current plan is to genderswap Fae Borshune and make him the father. He's the GeDeCo administrator of the Vorito highport. He was an Imperial officer, and could have visited Drinax during that time on a mission.

One of the player's character doesn't know his father. His mother is a normal citizen on the floating palace. My idea now is that his father could be some offworlder who once visited Drinax, and he should naturally show up later in the campaign and make things complicated. So, who should it be?

I just looked in CT book 2: "The following list indicates the standard starship designs which most starports can produce using plans on file and available free of charge." But this "free of charge" seems to refer to the 1% fee for the naval architect, and not to the 10% discount for standard designs...
