I have always envisioned that a Highport would be at the Geosynchronis orbit above the Downport. On Earth that means about 25000 miles up. I have nothing to base that on, but it seems logical. Clones are likely legally people with their own identify. The Clone fits into the line of succession just like any other child, based on the specific inheritance rules of that society. A Clone will be like an identical twin (which is really what an identical twin is..) so they will not be 100.000000...

One of my favorite characters from days-gone-by was a Psionic Scout. He had a PSI of 4 - so the only thing he could really use was Life Detection. Still had a lot of fun using that one little power in different ways.

Thinking about this more, I would use the LAW LEVEL as the primary consideration with modifications for Population, Sensors (TL) and Starport Class.

Check out MGT1's Spinward Marches book - there is a GREAT section on the Imperium within it. Not so much an entire book, but a really good chapter summary of the Imperium, how it works, and its history.

I have used it a few times for "Misjumps".

I like to use much longer misjumps that standard Traveller, often throwing the party hundreds of parsecs. I have used the Travellermap as inspiration for where to pop them out.

I had never noticed your gem, but it sounds like a fun spot to adventure in...
