Restricted means it can only fire half dice into port and starboard arcs, not fore and aft. As an aggressive destroyer user this is a very important when trying to torp battleships! :)

Atlanta should probably not have that rule at all, and just use ship specific light gun restrictions

Perhaps more of a range of types for bad weather? Rain squalls in the Pacific atolls of Guadalcanal shouldn't be treated the same way as stormy weather on the high seas of the North Atlantic. As a corollary, the reference to evading torpedoes in the "fan fire" entry in the IJN fleet list should be removed.

Probably not, but I'll look into it.

I thought torpedo belts are a die roll modifier to the damage dice, and not remove the damage dice.

Also, that sounds about right for a heavy cruiser taking a pair of torpedo hits, perhaps one close to the magazines.

1/4 and 3/4 ranges are very hard to calculate on the fly. Recommend either including a small table on the ship chart with the 1/4, 1/2, 3/4 ranges for its weapons, or a reference chart with said columns for every range from like 5-40 inches. I second this. LAW attachments to USMC and EFTF basic squads, they're seriously lacking in AT weaponry.
