In order to keep the sliding scale of development even if you assume rolls automatically succeed, I'd make the improvement greater when your skill is less and diminishing as you get better. Using Legend for SLA Industries

I'm toying with the idea of using Legend as the core system for a conversion of SLA Industries for an upcoming campaign.

I thought about armor penalty having an impact on CA as opposed to initiative but can't figure how to make this balanced.
Any thoughts or ideas?

Since I run a Glorantha campaign then common magic is a definite in for me.
Had I been running some kind of Sword and Sorcery or RQ Slaine, I would not have used it.

No: 4 would give rise to some cool combat tactics where a shaman could attack the opponent spiritually and while the opponent is forced into trance his partners could kill the body w.o. resistance.
