Yeah it can be a little confusing.

The basic Judge already has the correct number of hits but you still have the stat increases and Talents to choose. So you can make a variety of Judge's

Yeah by and large - an Orang Sniper is very good with armour and in cover give him Crack shot and Accurate and have fun.
