There are a bunch of ways the King's plan (such as it is) can work. And yeah, there's an inherent contradiction between the two halves of the plan, with Rao pushing the 'steal stuff and break things until our fleet of pirate bastards rules the stars' and Harrick going 'hey, maybe we could fly around...

It's possible, given Drinax's chronic lack of resources, that the Tower can only produce a small supply of anagathics.
Ambitious player characters could go out, score more raw materials, convert them to anagathics, and then go dealing drugs across the stars...
